According to Valleywag and Technorati the number of active blogs have stalled at 15 million,
I guess that's the end of the inexorable and exponential expansion of participant created content?
I don't think so...
Blogs only represent a small fraction of what can be considered content creation and participation by...well... participants.
Other forms of content creation include comments, video, audio and lifestreams. Participation, however, includes an even broader set of 'gestures' such as clicking, voting and rating.
Web 2.0 and Media 2.0 are alive and well.

Blogging may come and go - but it won't die.
The internet is an almost living evolving system.. people have an inherent need to be heard and to hear.
Blog's are merely the tip of the iceberg - twitter, facebook, tumbler, et all are living, breathing proof that participation and communities are still a massive driving force on the Internet.
They always will be - which also means products like Particls will actually fulfil an increasing need to manage an on-line persona and associated meta.
Blogging (and imagining what it could be/will evolve into) is what gets me up in the mornings. We are innovating ways to take blogging to the next level, and answering many questions about how to make audio/video more accessible and bloggable.
Blogging is far from dead. It is exciting to see new tools emerging to capture an even better experience for content creators and the communities of people consuming that content (Participants).
This could be the calm before the storm!

I still find it funny that people still ask me what a blog is, especially collegues from university.
Blogs will definetely rise, blogs are a common source of information/data for research and living. However we must keep in mind that blogs are just another method of delivering information and it will adventually phase out (just like guestbooks on websites have).
